Named validators.

A sovereign cell is signed by people and institutions you can name. Not by an anonymous miner set. That is the difference between a national chain and a public lottery.

Anonymous chains cannot answer a minister

Public networks recruit whoever brings hash power or stake. The people who finalize a block are, by design, hard to name. That is a feature if the product is censorship resistance for unknown users. It is a defect if the product is a national blockchain. A central bank cannot tell parliament "we do not know who signed last night's settlement."

JIL Federation Technologies operates a federated Layer-1 in which each sovereign cell runs its own named validator set. The operators are known at genesis. Their post-quantum identities are pinned from block zero. The nation can point to the machines, the keys, and the legal entities that attest each block.

Named validators are how a sovereign cell stays a national chain instead of becoming someone else's network.

What "named" actually means

A validator on a JIL cell is not a pseudonymous address. It is an operator with:

Rotation is a ceremony, not an anonymous join. Adding or removing a validator is a governed event, recorded, and re-certified. That is how a named set stays named as staff and vendors change.

Honest line on the reference cells

The two live reference cells run today as single-node demonstrations. They prove the model: own chain, own currency object, own policy, federated across a corridor. A production cell is specified as a multi-host BFT set (four or more) before it carries real value. Named validators are the architecture. Multi-host BFT is the go-live gate, not a slide.

Who holds the keys, by tier

The architecture is the same at every tier. What shifts is who operates the named set:

Holdings, LLC licenses the IP. It does not operate validators. Payment integrity at jilsovereign.com does not run this validator set. The wallet at getjil.com does not either.

Why post-quantum identity from genesis

Validator identity is the root of every later proof: corridor headers, reserve attestations, issuance records. If that identity can be forged in ten years, the archive is worthless. JIL pins a post-quantum module at genesis rather than promising a later migration. Classical Ed25519 remains for interoperability. Both must verify. There is no downgrade path.
