The Constitution is the binding operational charter. Model templates let a licensed cell adapt a charter, a statement of authority, and a trust corridor under local law. The Sovereign Papers remain the longer doctrinal treatise.

The Constitution of the JIL Federation is the operational governing instrument for the federated Layer-1 system and every Sovereign Cell that runs on it.

Paper currency and the gold standard organized the last era of global finance. The institutions that followed created order and also concentration of power. Digital systems were expected to restore agency. Instead, most options forced a false choice: rent a public chain and inherit its design, or spend years and tens of millions building a private chain from scratch, often by forking older ledgers.

The JIL Federation offers a third path. One original Layer-1 core. Many independent Sovereign Cells. Shared finality and proof. Local currency issuance and local policy. Cross-cell settlement that works like foreign exchange. Identity and compliance attached to every material movement of value.

The core was written from scratch. It comprises approximately 2.8 million lines of source code and more than 350 services. It is not a fork of Bitcoin, Litecoin, Ethereum, or any other chain. Post-quantum cryptography is applied at the source and at the gate. Private keys are held under three-shard multi-party computation. Compliance is evaluated before settlement.

Authority originates in each Sovereign Cell under a published Statement of Authority and the law that authorizes the Cell. The Federation expands capability. It does not take monetary or policy control away from the Cell. The Layer-1 core is licensed. The licensor does not issue Cell currencies and does not set Cell policy.

Where the Constitution and the Sovereign Papers differ on operational requirements, this Constitution governs. The Papers remain the extended scholarly treatise on constitutional digital governance.
