Why the separation exists
So that a nation or institution can obtain production-grade, post-quantum, compliance-aware infrastructure without bearing the full cost and timeline of original development, while retaining the authority that matters for monetary and regulatory policy.
Traditional from-scratch builds run to $40 to $60 million and three to four years. Tier 1 and Tier 2 cells on the licensed JIL core are designed to reach operational status in approximately 30 days.
