How the federation works

One Layer-1 core. Independent Sovereign Cells. FX-style settlement. Proof on every movement.

Original Layer-1·Named validators·Post-quantum at source and gate·Live reference cells·Inter-cell corridors

The core

A single hardened Layer-1, written from scratch for regulated finance.

The JIL L1 provides shared finality, interoperability, and the cryptographic foundation every cell runs on. JIL Federation Technologies operates this Layer-1 host.

This is not a fork of Bitcoin, Litecoin, Ethereum, or any other existing ledger.

Sovereign Cells

A locally governed digital economy, connected to the federation but not subordinate to it.

  • Its own currency object, or several
  • Local issuance and policy control
  • Local compliance posture
  • Connection to the federation for cross-cell settlement

Cells do not surrender monetary sovereignty. They gain a common settlement and proof layer.

Cross-cell settlement

Inside a cell, transfers follow that cell's rules.

Between cells, settlement is an exchange of cell-native tokens at a negotiated rate: the same conceptual model as the interbank foreign-exchange market. KYC and KYB information travel with the transaction. Both buyer and seller can reject. Compliance is evaluated before finality.

Proof is produced before value moves, not after. That ordering is the difference between an audit trail and a control.

Tiers

Three deployment shapes. The same core underneath all of them.

TierWho it is forWhat you getTypical time
Tier 1Smaller banks, retail institutions, early programsLightweight cell on the managed backbone~30 days
Tier 2Country-level or jurisdictional deploymentsGreater local control, still on the shared core~30 days
Tier 3Institutions that must self-hostFull operational control on your servers, still federatedLonger: weeks, not years

ATCE

The Adaptive Trust, Compliance and Execution Engine.

ATCE evaluates identity, policy, and risk before settlement is allowed. Compliance is not a report produced after the fact. It is a condition of movement.
